WHO YOU ARE: As Deputy Chief Information Officer (CIO) of Applications Solutions (AS), you'll provide strategic direction and leadership to teams responsible for the entire lifecycle of our critical applications - from initial intake and monitoring to upgrades, maintenance, releases, and project management. You will envision and execute the department's technical roadmap, managing multiple teams on projects aligned with our core business objectives and strategic priorities. You'll be a champion for innovation, a builder of strong relationships, and a driving force in ensuring our technology solutions meet the evolving needs of our organization.

WHAT YOU WILL DO: The Deputy CIO Applications Solutions (Director III) performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: -Develop and execute strategic plans and objectives, aligned with the overall organizational goals. -Establish priorities, standards, and measurement tools to ensure successful program execution and goal attainment. -Lead the development and management of the budget, ensuring responsible resource allocation and cost-effectiveness. -Build and maintain strong relationships with business area leaders and IT teams, fostering a collaborative environment to achieve shared objectives. -Drive the implementation of innovative technologies and optimize existing systems. -Oversee the enterprise IT governance process, ensuring alignment with best practices and compliance standards. -Manage outsourcing relationships to ensure high customer satisfaction, adherence to service level agreements, and compliance with contractual obligations. -Oversee the agencys use of Artificial Intelligence (AI) including developing and executing the agencys AI vision and roadmap to drive innovation; manage a teams to design, develop, and deploy AI-powered solutions; identify and evaluate emerging AI technologies and trends to determine their business impact and feasibility; ensure the responsible and ethical use of AI, adhering to data privacy and security best practices; collaborate with cross-functional leaders to integrate AI into business processes; and communicate the value of AI initiatives to executive leadership and stakeholders. -Assist customers in defining technology projects that are in alignment with business and administrative functions, including Legislative Appropriation Requests (LAR) projects. -Serve as a liaison with state agency partners.

YOU ARE A GREAT FIT WITH: -A proven track record of 8+ years in technical and solutions delivery, business, and management roles of increasing responsibility, with 5+ years in a leadership ca acity. -Deep expertise in strategic planning, project management methodologies, resource and budget allocation, and leading teams to achieve IT solutions. -Strong understanding of the software development lifecycle, project management life cycle, enterprise application platforms, and service management best practices. -Experienced in overseeing vendor relationships, contract negotiations, and performance management for third-party technology providers. -Skilled in organizational change management related to large IT implementation projects. -Experienced with DevOps, Agile, Waterfall and Hybrid methodologies. -Experienced in identifying and solving complex problems through the creative application of innovative AI technologies. -Excel at building and mentoring high-performing, diverse technology teams, fostering a culture of innovation, collaboration, and continuous learning. -Possess exceptional communication and interpersonal skills, with the ability to facilitate cross-functional alignment and build consensus. -Comfortable representing IT in executive leadership forums, providing strategic insights and updates. -Knowledge of state procurement and project requirements.

YOU QUALIFY WITH: -Six years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, three years of which must have been in an administrative management or supervisory capacity. -Relevant academic credits may be applied toward experience qualifications for this position.
