Qualifications: Minimum QualificationsEducation:Graduation from an accredited law school with a Juris Doctor (JD) degree.Experience:Attorney IVand#8226; Three (3) years of recent experience practicing Texas property tax law or matters related to property tax including property appraisal methods.ORand#8226; Four (4) years of experience in legislative matters related to Texas property tax law.ORand#8226; Nine (9) years of experience practicing as a licensed attorney in positions requiring advanced legal research or representing clients in litigation or hearings.Attorney Vand#8226; Four (4) years of recent experience practicing Texas property tax law or matters related to property tax including property appraisal methods and the Texas Agriculture Code.ORand#8226; Five (5) years of experience in legislative matters related to Texas property tax law.ORand#8226; Ten (10) years of experience practicing Texas administrative and Texas state or local government law, drafting Texas legislation or rules.Preferred QualificationsPreferred Experience:and#8226; Experience practicing Texas administrative and Texas state or local government law, drafting Texas legislation or rules.and#8226; Legal or non-legal experience related to property appraisal.Licenses and CertificationsPossess an active license in good standing to practice law in the State of Texas.In this role you will:and#183; Performs legal research, interprets and applies laws affecting the application of property tax, property value study, and property appraisal standards. Assists with development, review and analysis of the PVS, MAP review, annual operations survey of CADand#8217;s and Ratio Study. Performs legal research and exercises independent legal judgment in interpreting, applying and enforcing these laws. Provides clear, concise, timely and accurate legal advice to management and staff on issues affecting the Comptrollerand#8217;s office, while establishing and maintaining effective working relationships.and#183; Represents the roperty Tax Assistance Division in administrative hearings and assists attorneys who represent the Division in litigation.and#183; Drafts well-written and well-researched legal memoranda, legislation, administrative rules, forms, and other complex legal documents. Timely reviews and revises agency forms, agency publications, open meetings agenda notices, and other agency documents to ensure accuracy and legal compliance. Reviews and analyzes legislation.and#183; Drafts clear and concise executive and other taxpayer and citizen correspondence.and#183; Contributes to special project research, analysis, and reviews.
