About the Division:The Revenue Estimating Division helps carry out the constitutional duties of the Comptrollerand#8217;s office related to the budget and revenue estimates. The division is the agencyand#8217;s source for economic data and forecasts. Its responsibilities include producing the Biennial Revenue Estimate, which provides the basis for the state budget written by Texas lawmakers and the subsequent Certification Revenue Estimate.Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need. Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements based on business needs. Qualifications: Minimum QualificationsEducation:Graduation from an accredited four-year college or university with a bachelorand#8217;s degree is required.Preferred Education:Undergraduate degree major in Economics, Finance, Business Administration, Public Administration, Government, or a related field. Graduate degree in one of those disciplines.Experience:Three years of experience in research and planning are required.Preferred Experience:Five years of experience in research and planning Experience evaluating and forecasting state revenue sources. Experience analyzing court costs, professional and health related fees, and escheated estates.Summary Of Physical RequirementsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The incumbent primarily performs sedentary office work; however, mobility (standing and walking) is routinely required to carry out various duties. Some lifting and/or moving, up to 35 lbs. of office equipment and/or materials may be required on a limited basis. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.In this role:You will be performing highly complex (senior-level) research and analysis, with varying degrees of complexity, to evaluate and forecast state government revenue sources. Maintains databases associated with research and analysis duties. Ensuring analyses are consistent with the stateand#8217;s constitution and statutes, agency rules, and the stateand#8217;s revenue accounting system. Clearly communicates the results of this work both in writing and verbally. May supervise the work of others. Works under limited supervision by division management, with moderate latitude for the use of initiative and independent judgment.Duties include:Serving as a revenue analyst for one or more state revenue sources. Preparing data, narratives, and articles for various Comptroller publications; and responding to questions and data requests from other Comptroller personnel, outside government agencies, businesses, and the public. Conducting statistical, economic, and fiscal analyses relating to the assigned revenue, and providing support to division staff in these activities. Providing support to the Director and Chief Revenue Estimator for special projects related to the revenue estimate, or other division activities, as requested. Taking training courses, attending conferences, and pursuing other forms of professional and personal improvement. Performing other related duties as assigned.Have knowledge of:Texas laws and regulations related to the state budgeting process. Statutes and administrative rules related to the stateand#8217;s revenue sources in particular: professional fees; gaming revenue; general government issues The Texas legislative process. Public finance issues and tax analyses, to include the production of revenue estimates and legislative fiscal notes. Research methods and principles. Quantitative economics, econometrics, and statistics. Database creation, management, and manipulation. Computer programming.Have skill in:Managing work time efficiently in order to complete multiple assignments within designated time periods. Using a personal computer with Microsoft Office software, specialized job-related applications, and mainframe functions. Effectively conveying information and encouraging an exchange of ideas.
