Description
Noblis is seeking Spectrum / Radar Surveillance Engineers to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO). Employees will deliver highly technical services spanning spectrum engineering, radar system engineering, network architecture and engineering, enterprise architecture, and satellite system engineering functions within the National Airspace System (NAS).
Responsibilities
Conduct tests and evaluations to verify system performance and reliability.
Apply knowledge of RF communication, sensor technology, and signal processing to enable organizations to collect and utilize data effectively for various applications, including remote monitoring and aerospace telemetry.
Provide written technical reports to analyze potential frequency interference issues for FAA review
Review frequency assignment proposals for compliance with applicable policy and regulations
Apply knowledge of spectrum-use policy to determine proper and efficient use of radio frequency spectrum allocations
Perform separation standards analysis and participate in separation standards working groups involving other services within the ATO, AVS organization, and other stakeholder groups.
Develop hardware and software systems to support surveillance, traffic flow, and automation platforms.
Assess 1030 MHz or 1090 MHz Radio Frequency impact on current and future surveillance infrastructure.
Support design and implementation of interfaces between and among NAS facilities, primary radar systems, and secondary surveillance, weather, and automation systems.
Provide support for Reduced Oceanic Separation (ROS), including technical and operational analyses to develop inputs to quantify benefit and costs analyses as well as provide detailed reviews of artifacts provided to or developed by FAA to support a Final Investment Decision (FID).
Support all activities related to planning, managing, executing, and maintaining system engineering processes, programs, and tasks.
Engage in systems engineering tasks involving design, development, testing, installation, implementation, integration, and transition of systems and components.
Develop milestones for technical standards, surveillance-automation interfaces, aircraft separation standards, system safety and risk management plans, computer-human interface design, and system configuration baselines.
Assist in the development and management of:
Requirements (system/hardware/software/user/test/maintainer/NAS)
Functional and performance system specifications
Concepts of system operation
Enterprise architecture products
Requirements traceability matrices
Functional decomposition matrices/trees
Interface documents, including Interface Requirement Documents (IRDs) and Interface Control Documents (ICDs)
Allocation of requirements among developmental systems, subsystems, modules, and non-developmental/commercial components.
System Test Plans
Required Qualifications
Strong expertise in spectrum management, radar systems, and systems engineering within the context of the National Airspace System (NAS).
Extensive experience with frequency assignment proposals, separation standards, and interface design.
Proven ability to conduct comprehensive system-wide reviews and analyses.
Requirements development in the federal government space.
Performance modeling, analysis and determination.
Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.
U.S. Citizen or Green Card Permanent Resident who has resided in the U.S. for 3+ years
Travel will vary per project. Must be able to travel as required by the project.
Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.

Senior-level
Minimum of 20 years’ experience with Bachelor of Science Degree in an engineering discipline.
Master's degree may be substituted for 3 years’ experience.
PhD may be substituted for 3 years’ experience.
Compensation Ranges: $138,420- $264,300
Mid-level
Minimum of 10 years’ experience with Bachelor of Science Degree in an engineering discipline.
Master's degree may be substituted for 3 years’ experience.
PhD may be substituted for 3 years’ experience.
Compensation Ranges: $114,390 - $198,575
Junior-level
Minimum of 5 years’ experience with Bachelor of Science Degree in an engineering discipline.
Master's degree may be substituted for 3 years’ experience.
PhD may be substituted for 3 years’ experience.
Compensation Ranges: $64,620 - $149,200
Desired Qualifications
Knowledge of FAA regulations and standards.
Familiarity with 1030 MHz and 1090 MHz Radio Frequency impact assessments.
Experience in developing and validating technical standards and safety plans.
Knowledge of NAS Enterprise Architecture.
Applied experience using System Architect, DOORS, CORE, and Cameo.
Experience in integrating new systems into the National Airspace System (NAS).
Model Based System Engineering/Digital Engineering.
Providing current support to FAA ATEPS II (air traffic engineering program support)
FAA Experience within the past 12 months
Current FAA suitability
Additional Information:
Locations may vary depending on location of the project. Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
