Insight Global Capital Programs/Project Manager in Atlanta, Georgia

Job Description

We are seeking an experienced Capital Programs / Project Manager to oversee the planning, coordination, and delivery of municipal capital improvement programs (CIP). This role will manage multiple projects simultaneously, ensuring alignment with client goals, budgets, and schedules while maintaining a high standard of quality and compliance. The ideal candidate is a strategic thinker with strong leadership and communication skills, capable of managing complex programs and fostering strong relationships with municipal clients and project stakeholders.

Duties and Responsibilities:

• Manage and oversee capital improvement programs, including transportation, water, wastewater, and stormwater projects

• Coordinate multiple projects across various phases, from planning and design through construction and closeout

• Develop and manage program schedules, budgets, and resource allocation plans

• Provide technical support for Community Development redevelopment plan and Parks Department projects

• Serve as the primary point of contact for municipal clients, ensuring clear communication and client satisfaction

• Coordinate with internal teams, consultants, contractors, and regulatory agencies

• Monitor project performance, identify risks, and implement solutions to maintain project success

• Review engineering plans, reports, and deliverables for quality and compliance

• Support business development efforts, including proposals, presentations, and client meetings

• Provide leadership and mentorship to project teams and junior staff

Skills and Requirements

• Bachelor’s degree in Civil Engineering, Construction Management, or related field

• Professional Engineer (PE) certification

• 7–12+ years of experience in project or program management, preferably within municipal or infrastructure projects

• Strong understanding of capital improvement programs and public-sector project delivery

• Experience with budgeting, scheduling, and contract management

• Proficiency in project management tools and Microsoft Office Suite

• Familiarity with local and state regulations (e.g., GDOT, municipal standards) preferred

• Excellent organizational, leadership, and problem-solving skills
