Summary

The Business Intelligence Manager coordinates the day-to-day actions of their assigned Business Intelligence Team, consisting of junior Business Intelligence Analyst (BIA) supporting PSSBU subsidiaries with business development activities. This role works in close collaboration with the Director of Business Development Operations to provide insight into all aspects of the business development lifecycle (Identification, Qualification, Research, and Capture), assists subsidiary Presidents with strategic growth initiatives, and provides guidance and support to assigned BIAs in the accomplishment of relevant Business Development activities. This position directly supports engagements with subsidiaries and supports the development of high-quality, timely capture, and business development intelligence to the highest priority business pursuits in the PSSBU enterprise. This is a dynamic role that is focused both externally and internally (and will support direct engagement with all Chenega PSSBU subsidiaries and their Business Development staff).

Responsibilities

  • Collaborates with subsidiary Presidents and Director of Business Development Operations to understand strategic growth goals and objectives for assigned subsidiaries

  • Works with Director of Business Development Operations to develop macro and micro-business intelligence activities to achieve subsidiary growth objectives.

  • Assigns and supervises day-to-day actions of junior BIAs (I & II) in the execution of business development activities and production of high-quality deliverables

  • Supports weekly subsidiary pipeline reviews (Syncs) and conducts audits to ensure pipeline compliance with BUs processes, quality assurance and data integrity

  • Assists subsidiary Presidents and Strategic Business Development team in qualifying opportunities through collecting, interpreting, and presenting market, customer, and competitor intelligence.

  • Interface with the Business Development team to identify, establish, and foster relationships with potential partners and agency contacts.

  • Support the development and execution of market intelligence, capability matrices, partner identification, competitive analyses, and monitoring competitor activity in support of capture team initiatives.

  • Actively engage with agencies, coalitions, organizations, and potential partners, understanding their needs and translating them into actionable Business Intelligence strategies.

  • Maintains team proficiency in the use of market intelligence/business development tools or other assets (SAM.gov, Deltek, BGOV, etc.), and Systems including GovWin IQ, Vantagepoint CRM, Past Performance Database, SharePoint, & Capture Exec

  • Provide training and mentorship to members of the assigned BIA Team

  • Conduct quality control reviews of deliverables such as RFI/Sources Sought responses, research projects, and other special requests.

  • Conducts research and develops responses to PSSBU HQ and subsidiary ad-hoc and other market intelligence requests.

Qualifications

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Minimum of Five (3) years of experience conducting or supporting business development operations and functions within the federal government contracting space

  • Experience utilizing federal BD tools such as SAM.gov, usaspending.gov, FPDS, Agency-level acquisition forecast tools, Deltek GovWin IQ, Capture Exec

  • Experience with Customer Relationship (CRM) or Pipeline Management systems such as Salesforce, Deltek VantagePoint, Pipedrive, or Hubspot

Preferred Qualifications:

  • Bachelors Degree in Business, Marketing, or a related field. Additional experience may be accepted in lieu of the degree requirement.

Knowledge, Skills and Abilities:

  • Must have the ability to work nights, weekends, and holidays as required.

  • Must effectively communicate both through written and oral means.

  • Experience in customer-facing roles or partnership management

  • Strong planning skills, goal-oriented, task-driven, and enjoys being a part of a high-performing team

  • Must possess the knowledge of tools and processes used to conduct research and analysis of federal government opportunities and the competitive landscape

  • Must possess a thorough understanding of the Federal Defense/Civil contracting environment (customers, technology, business process, etc.).

  • Must have knowledge of a variety of computer software applications (e.g. MSWord, Excel, Access, PowerPoint, MS Project), SharePoint, and Outlook. Experience with Microsoft Power BI or other analytics software is a plus.
