Position Summary
ANSER is seeking a Senior Technical & AI Product Manager to lead complex, multiyear DoD C3/Networks modernization and AI integration programs. In this role you will oversee end-to-end program execution across acquisition, fielding, integration, and sustainment within classified and unclassified DoD environments. You will provide technical and programmatic leadership while managing high-performing teams, subcontractors, and stakeholder engagement to ensure mission success and compliance with DoD standards.
Day-to-Day Responsibilities
Lead end-to-end execution of multiyear DoD C3/Networks acquisition and modernization programs
Manage cost, schedule, and performance across all program activities
Develop and maintain program documentation (SEP, IMP, IMS, TEMP, SEMP, CDRLs, SOW, PWS, PPP, RMP, WBS, LCSP, acquisition strategy)
Oversee system procurement, requirements development, and vendor management under FAR/DFARS
Direct system fielding, integration, deployment, and interoperability with DoD architectures
Lead lifecycle sustainment planning, logistics, and system upgrades
Guide software engineering, architecture, and development across Agile, DevSecOps, and waterfall environments
Drive AI/ML integration aligned with DoD AI policies and responsible AI frameworks
Manage and mentor small, high-performance teams with strong accountability
Oversee subcontractor performance, deliverables, and contract compliance
Conduct risk management, mitigation planning, and tracking using formal RMPs
Support testing, evaluation, and cybersecurity activities in DoD cyber lab environments
Ensure compliance across NIPRNet, SIPRNet, and JWICS, including STIGs and SRGs
Lead technical reviews (SRR, PDR, CDR, TRR) and support configuration management
Prepare and deliver executive-level briefings, reports, and program updates to DoD stakeholders
Required Qualifications
Active DoD Secret Clearance
Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Electrical Engineering, or a related STEM field (advanced certifications or equivalent experience may substitute)
Minimum of 10 years of progressive experience in IT and/or AI program or project management within DoD or defense contractor environments
Proven experience managing multiyear DoD programs through full acquisition lifecycle (Milestones A, B, and C) into sustainment
Experience in DoD C3 or network programs including procurement, fielding, integration, and sustainment
Demonstrated experience developing and managing DoD program artifacts (SEP, IMP, IMS, TEMP, CDRLs, SOW, PWS, PPP, RMP, WBS, LCSP)
Experience integrating AI/ML capabilities into operational or fielded DoD systems
Proven ability to lead high-performing teams and manage multiple subcontractors
Experience operating within NIPRNet, SIPRNet, and/or JWICS environments
Experience with Authority to Operate (ATO) processes
Project Management Professional (PMP) certification or equivalent DoD program management certification
Preferred Qualifications
Active Top Secret (TS) or TS/SCI clearance
DAWIA Program Management Level II or III certification (or equivalent DAU training)
Experience with Joint All-Domain Command and Control (JADC2) or DoD network modernization initiatives
Familiarity with DoD CDAO AI strategy, Responsible AI principles, and AI lifecycle management
Experience with DevSecOps pipelines, Agile/SAFe methodologies, and modern software delivery practices in classified environments
Knowledge of DoD Risk Management Framework (RMF), DISA STIGs, and SRG compliance processes
Experience with Joint Interoperability Test Command (JITC) testing and DoD interoperability certification requirements
