Job Description
Qualifications
• Bachelor’s degree in Human Resources, Public Administration, Business Administration, or related field; and/or at least 5 years of experience in federal human capital, recruitment, or disability employment programs
• Comprehensive knowledge of Schedule A hiring authority under 5 CFR 213.3102(u), disability employment regulations, and non-competitive hiring authorities
• Experience developing and delivering HR training to professionals and managers on disability employment topics
• Demonstrated experience conducting program analysis and evaluation using qualitative and quantitative methods
• Ability to establish and maintain partnerships with EEO offices, VSOs, recruitment units, and external organizations
• Experience developing strategic/operational plans, SOPs, and outreach initiatives for disability employment
Systems Knowledge
• Microsoft 365: Outlook, Word, Excel, PowerPoint, Teams — required for training development, communications, and reporting
• USA Staffing or equivalent federal applicant tracking systems for non-competitive hiring package management
• OPM and DOJ/DEA HR policy portals and regulatory databases (CFR, OPM guidance, EEO directives)
• Resume database platforms and candidate management tools for applicant bank maintenance
• SharePoint or equivalent for SOP and training material distribution
Key Duties
• Develop and deliver training to HR Specialists and managers on Schedule A hiring authority and disability employment regulations
• Re-engineer or develop DEA processes that enhance use of disability-focused hiring authorities
• Serve as DEA’s liaison to Disability Service Groups, Veterans Service Organizations, and military installations
• Coordinate with HRCR and participate in disability job fairs, military outreach events, and targeted recruitment venues
• Review Schedule A hiring packages for compliance with DOJ/OPM/DEA policy and SOPs
• Develop and implement DEA’s strategic and operational plans for disability employment
• Build and maintain a candidate resume bank; conduct searches aligned with job criteria
• Advise management on new or revised DEA policies affecting individuals with disabilities and disabled veterans
