Position Description At the Anoka County Transportation Division, our vision is to enhance and protect life by delivering safe, efficient, and sustainable transportation solutions. We are seeking a skilled and experienced Engineering Technician IV who will oversee project activities involving multiple staff members. In this role, you will provide day-to-day direction for tasks related to drafting construction plans, conducting topographical and construction surveys, and coordinating multiple phases of roadway and bridge development to ensure safety and performance standards are met. This is a full-time, non-exempt, on-site position. Interviews will take place the week of March 25th 2026 for those selected to move forward in the hiring process. Work Location * This position will work at Anoka County Highway building located at 1440 Bunker Lake Blvd NW, Andover MN 55304. * Expected work hours are Monday - Friday 7:00 a.m. - 3:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Engineering Technician IV. * Provide expert level support in the testing and inspections of grading, paving, curb, concrete, and materials to support highway construction and improvement projects and ensure contract compliance. * Coordinate project details and timelines with stakeholders, including contact administrators, utility companies, construction surveyors, contractors, partnering agencies, and residents. * Maintain record keeping and documentation system for construction projects including pay quantities and materials, for state and federal guidelines. * Direct field crews and contractors on site serving as project manager in all phases of construction. * Compute quantities of materials and service needs and check computations performed by others. * Conduct topographical construction surveying, including setting control, collecting data, and construction staking. Collect field information using complex survey instruments. * Record necessary documentation such as highway alignments, vertical profiles, design of storm sewer systems and calculations of material quantities. * Ensure design information transferred to survey notes results in accurate staking. * Provide leadership, coaching, and/or mentoring to a subordinate group, and may act as a lead providing daily work direction and managing timeline of weekly activities depending on assignment. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed * Requires accreditation from a technical school or applicable trades program and at least 6 years of job-related experience. * In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. * Successfully pass driver's license background check. Preferred Knowledge, Skills, and Abilities Needed * Experience in highway design, construction, and working with Minnesota State DOT Manuals. * Experience providing technical expertise to other sections, departments, and outside agencies. * Knowledge of all design standards for construction, survey and inspection of county roads and county state aid highways. * Experience using engineering principles and techniques involved in the design, construction, and proper maintenance of county highways and bridges. * Strong knowledge of surveying principles and procedures. * Strong oral and written communication skills. Physical Demands and Work Conditions * Standard office environment, various county work sites both indoor and outdoor, including unfinished structures, construction sites, rough terrain, and changing weather conditions depending on assignment. * Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness. * Hearing abilities required for general and phone communication, signals, and machine sounds. * Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties. * Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills. * Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing. * Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment. * Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs. * Equipment used includes computers, phones, and standard office equipment in addition to various inspection and surveying equipment depending on assignment. * Inspection and surveying equipment may include but is not limited to digital camera, tape measure, hammer, chisels, boom truck and other machinery, electronic drafting equipment, material testing equipment, power and hand tools, and personal protective equipment. * Travel between work sites may require driving a county vehicle and/or a personal vehicle. * Exposure to toxic or caustic chemicals, fumes, airborne particles, prolonged vibration from machinery, and other hazards is possible while performing essential duties. * Reasonable accommodation may be made to enable qualified individuals with disabilities to perform essential job functions.
