Position Summary: The Program Manager for Stepping Stones is responsible for the day-to-day operational management of the ASAM 3.1 residential program. This role supports recovery maintenance, independence, and community reintegration while ensuring delivery of co-occurring mental health and substance use services.
Program Operations and Execution Oversee daily operations of the ASAM 3.1 residential program. Ensure program expectations and routines are followed. Monitor staffing, coverage, and daily flow. Address operational issues impacting stability.
Clinical and Service Delivery Oversight Ensure SUD services aligned with ASAM 3.1, including co-occurring care. Ensure minimum 5 clinical hours per week per client (up to 10 as needed). Monitor engagement and recovery stability.
Program Fidelity and ASAM Alignment Ensure adherence to ASAM 3.1 requirements. Monitor service delivery and recovery-focused programming. Ensure consistency in independence and life skills expectations. Address deviations and corrective actions.
Admissions, Referrals, and Program Flow Coordinate step-down admissions from 3.5. Ensure timely intake and placement. Support discharge planning and transition. Address barriers to completion.
Staff Supervision and Development Supervise clinical and administrative staff. Provide guidance and performance feedback. Support onboarding and training.
Quality, Compliance, and Documentation Ensure documentation meets standards. Monitor service delivery and compliance. Address issues and corrective actions.

Essential Skills-Any Equivalent Combination of Knowledge, Skills, Abilities, Education and Experience: Bachelors degree in psychology, human services, social work or related field preferred. Current CDC I, CDC II or CDCS required Minimum 2 years residential SUD treatment experience required. Minimum 2 years supervisory experience required. Knowledge of ASAM 3.1 and structured programming. Strong leadership, organization, and communication skills. Ability to support co-occurring services within scope.
