Location : 800 Lincoln Way, Ames, IA 50010
Shift Requirements : 7:00 am – 3:30 pm M-F, travel on occasion
As a Procurement Specialist 4 your duties will include, but are not limited to:
Administration of formal bid solicitations for goods and services over $50,000 on a routine basis, including Requests for Proposals where contract award decisions are based on weighted matrix criteria, including but not limited to cost.
Administration of informal bid solicitations for purchases under $50,000 for a variety of goods and services.
Apply decision-making skills throughout all aspects of the procurement lifecycle in compliance with agency policies, administrative code, and all applicable federal, state, and local regulations for the DOT and other state entities.
Communicate and collaborate with business units to provide education on best procurement practices, research potential bidders, and prepare specifications for bidding purposes.
Facilitate the evaluation of bid responses for compliance, lead final negotiations, and award procurements.
Manage and oversee DOT procurement contracts by reviewing final agreements and verifying performance metrics and service expectations.
Lead contractor coordination activities, including monthly review meetings and ongoing collaboration with Procurement Specialists and business units.
Support development and planning of service contracts by defining milestones, deliverables, monitoring requirements, and future procurement needs.
Report on contract health by identifying risks, delays, and budget considerations to support decision-making.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1.) Eight years of full-time work experience in the procurement of technical, standardized, expendable, and non-expendable items, or in services procurement and contract administration, including the review of ongoing compliance with contract requirements and terms.
2) Graduation from an accredited four-year college or university with a degree in business or public administration, accounting, or economics, and experience equal to four years of full-time work in the procurement of technical, standardized, expendable and non-expendable items or in services procurement and contract administration, including the review of ongoing compliance with contract requirements and terms.
3) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
4) All of the following (a, b, and c):
a. Three years of full-time work experience in the procurement of technical, standardized, expendable, and non-expendable items, or in services procurement and contract administration, including the review of ongoing compliance with contract requirements and terms; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in business or public administration, accounting, or economics equals one year of full-time experience; and
c. A total of one year of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business or public administration, accounting, or economics equals one year of full-time experience.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Procurement Specialist 3.
