Job Summary & General Information
Under general direction of the Public Works Facilities Supervisor, performs technical work in support of the City’s facility repair, maintenance, and renovations. Oversight of procurement, scheduling, and management of City contractors and vendors for the maintenance, repair, alteration, replacement, and upgrades to all city-maintained facilities. Periodic supervision and training of Public Works facility repair and maintenance crews.
This is an exempt position.
Essential Job Functions and Responsibilities
Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. Inspects the construction, repair, and/or alteration work on assigned engineering/public works facility projects, inspects materials, methods, and procedures for conformance with plans and specifications; enforces and observes testing of materials; reviews test reports; performs final inspection upon completion of project.
Assists in the procurement process for renovations and modifications to City owned facilities. This includes developing scopes of work, Quotes, Invitations to Bid (ITB), Request for Proposals (RFP), Request for Qualifications (RFQ), etc.
Manages and provides oversight of renovations and modifications of City owned facilities. This may include processing pay applications applicable to work being performed, provide punch list, and meet with contractors to verify scope is understood and feasible.
Meets and confers with representatives of utility companies, contractors, engineers, and other public agencies regarding construction plans and specifications.
Prepares and/or generates various records and reports including inspection log or record, start date, photographs, etc.
Performs field verification of existing infrastructure and utilities pertaining to City owned facilities; assists in the relocation of existing utilities on City facility construction projects.
Uses computer equipment including spreadsheets, database, and word processing software to generate construction reports.
Accomplish field work to develop a solution pertaining to a service request that has been submitted to the Department of Public Works or an issue brought to the Department’s attention.
Assists in preparing and processing progress payments for contractors, negotiating contract change orders and revisions to reimbursement agreements.
Compiles detailed data on construction progress and inspection results including project punch lists; issues notification letters to contractors; maintains a variety of records and files; prepares various reports and logs on daily operations and activities.
Reviews plans, specifications, contract documents, and other technical data to ensure conformance with City standards; recommends and/or makes changes as necessary.
Performs supervisory work of Public Works facility maintenance crews in the absence of the Public Works Facility Supervisor.
Management and oversight of capital improvement facility projects including but not limited to, scope of work development, budgeting, applicable code compliance verification, payment, construction meetings, and prioritization of work.
Management of numerous repair and maintenance vendor contracts including but not limited too; Generator maintenance/replacement, fire suppression inspection/maintenance, fire extinguisher inspection/maintenance, elevator maintenance/inspections/repairs, parking garage inspection/maintenance/repairs, etc.
Assists the Public Works Facility Supervisor with identifying, budgeting, procuring, and implementing any facility energy efficiency upgrades, deficiencies, or requirements per federal, state, or local requirements.
Assists the Public Works Facility Supervisor with prioritizing required annual maintenance on all City facilities and scheduling of work accordingly.
Assists the Public Works Facility Supervisor identifying capital improvements regarding City facilities and obtain estimates for budgeting purposes.
Ensures adequate stock of materials for facility maintenance needed is ordered and labeled properly for better logistical common repairs required at all City facilities. This includes but not limited too; light ballast, drivers, bulbs, acoustic ceiling tiles, plumbing fixtures and components.
Attends and participates in seminars, training sessions, and other meetings; maintains awareness of new trends and developments in construction methods and materials; incorporates new developments as appropriate.
Performs complex repairs to City facilities as assigned in a safe professional manner in accordance with current code requirements including but not limited to, electrical, plumbing, carpentry, etc.
Performs related duties as required or assigned.
Knowledge of:
Electrical, plumbing, HVAC, building, and equipment maintenance requirements.
Facility maintenance planning and schedules
Contract management.
Familiarity of building components, equipment, and standard maintenance of components and equipment.
Budget preparation.
Experience managing external vendors.
Basic math principles for calculations of square footage, square yardage, cubic yardage, etc.
Principles and practices of business correspondence and technical report preparation.
Modern office procedures, methods, and equipment including computers and supporting word processing, spreadsheet applications, and specialized engineering and construction software programs.
Occupational health and safety standards.
Pertinent federal, state, and local codes, laws, and regulations regarding public facilities.
Excellent written and oral speaking skills.
Ability to:

Minimum Qualifications
Minimum Qualifications
Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.
High school diploma or GED equivalency supplemented by college level course work or experience in facility management.
Two years of increasingly responsible experience in the repair of electrical, mechanical, and structural facility maintenance practices.
Possession of a valid Georgia Class C driver's license.
Physical Demands
Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and field environment and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.
Hearing: Hear in the normal audio range with or without correction.

Retirement Health
