Job Summary & General Information

Under general direction of the Parks Services Manager, plans, schedules, assigns, supervises, reviews, and participates in the activities of workers engaged in keeping Recreation and Parks Department buildings, grounds, athletic fields, and facilities in safe, clean and orderly condition; performs professional, administrative, and supervisory work in planning, organizing, inspecting and directing all activities related to maintenance, contracts, and daily operations of the assigned park/facilities. Provide direction and resources necessary to the employees/staff and general public. Provide technical assistance to Parks Services Manager. Responsibilities include training and instructing staff in safety procedures and proper maintenance techniques, prioritizing work order requests.

This is an exempt position.

Essential Job Functions and Responsibilities

Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.   • Plans, schedules, assigns, supervises, reviews, and participates in the activities of workers engaged in keeping Recreation and Parks Department buildings, grounds, athletic fields, and facilities in safe, clean and orderly condition, including grounds keeping, athletic field maintenance, stream/fountain maintenance, and minor structural repairs for the designated park/facilities.

  • Performs professional, administrative, and supervisory work in planning, organizing, inspecting and directing all activities related to maintenance, contracts, and operations of the assigned park/facilities.

  • Provides guidance to subordinates, to accomplish the department's mission and goals by adhering to established policies, procedures, and guidelines, and setting a positive example.

  • Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and general public; initiates any actions necessary to correct deviations or violations; maintains first aid practices and techniques.

  • Reviews and evaluates employees' work performance. Sets work standards and establishes work schedule. Works with employees to correct deficiencies. Maintains time records for employees, and schedules and approves annual leave and overtime. Implements discipline procedures as directed.

  • Participates in the selection of staff and provides or coordinates staff training such as pesticide application, turf/grounds maintenance and lawn care, lifting techniques, small equipment maintenance, building repairs, playground safety, pool maintenance, work order management procedures/systems, and other related training.

  • Supervises maintenance and repair of building and facility utility systems, such as electrical wiring and controls, heating, ventilating, steam generating systems, and plumbing systems.

  • Ensures the completion of work projects, work orders, other assignments, checking for errors and confirming adherence to specific City work-related safety procedures and policies.

  • Negotiates routine contracts, purchase orders, and change orders with contractors and suppliers. Manages contracts at assigned park/facilities.

  • Performs inspections of grounds, facilities, equipment/vehicles and playgrounds to determine preventive maintenance needs and schedules. Prepares a report recording the results of these inspections. Initiates corrective action as needed to ensure playground safety. Maintains inspection records and logs.

  • Inspects completed construction/landscape work for quality and conformance to blueprints, contracts, and other specifications.

  • Interprets drawings, diagrams, specifications, and blueprints as required.

  • Develops and maintains relationships with vendors and contractors to identify and qualify potential bidders and obtains competitive vendor pricing for small value purchases; compiles lists of vendors for bid submission and prepares Requests for Proposals and Requests for Quotes for specific procurement requirements.

  • Compiles job costs and estimates, and prepares paperwork associated with requisitions of supplies, tools, and equipment for the assigned park/facilities.

  • Assists in preparing departmental budget for maintenance operations and capital improvement projects, and monitoring expenses. Estimates time, cost, labor, equipment, and material needs.

  • Coordinates the planning, organization, control, integration, and completion of special projects within the assigned park/facilities.

  • Responds to and resolves service requests, inquiries, complaints, and suggestions.

  • Performs turf management at the designated park and facilities.

  • Performs stormwater and erosion management at designated park.

  • Secures and participates in emergency repairs as required; operates City vehicles and equipment skillfully and safely.

  • Attends meetings, seminars and training sessions as required to remain knowledgeable of departmental operations as well as state/municipal policies, codes and laws.

  • Discusses job details with subordinates to ensure conformity with work orders and specifications; monitors work activities to ensure compliance within established policies and procedures.

  • Represents the City by participation in committees and study groups as assigned by the Parks Services Manager and/or Director of Recreation and Parks.

  • Trains and spot checks, as needed, staff on landscaping, maintenance and plumbing equipment.

  • Performs other duties as assigned.

Knowledge of:

  • Operational characteristics, services and activities of a park maintenance program.

  • Materials, methods, practices and equipment used in park and tree maintenance and repair activities.

  • Types and level of maintenance and repair activities generally performed in a park maintenance program.

  • Ornamental horticulture principles and practices.

  • Principles and techniques of hydraulics and large scale irrigation system installation and maintenance.

  • Principles and practices of pesticide application and the laws and regulations that govern it.

  • Occupational hazards and standard safety precaution necessary in the work.

  • Geography of the City, including the location of parks.

  • Basic elements of civil engineering as they relate to parks system maintenance and repair.

  • Principles of budget preparation, capital improvement program development, administration, and accountability.

  • Municipal bidding procedures.

  • Contract and project management principles and practices relating to maintenance and parks activities.

  • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and training of staff in work procedures.

  • Principles and practices of conflict resolution.

  • Safety principles, practices, and procedures of assigned systems and facilities, including related equipment and materials.

  • Pertinent federal, state and local laws, codes and regulations.

  • Proficiency with personal computers, Microsoft Office, and software applications related to assignment.

  • Excellent written and oral speaking skills.

    Ability to:

  • Supervise, organize, and review the work of lower level staff.

  • Organize, implement, and direct maintenance and operations activities.

  • Select, supervise, train and evaluate staff.

  • Interpret and work from sketches, layouts, and blueprints.

  • Prepare plans for minor projects.

  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.

  • Analyze, interpret, apply, and enforce applicable federal, state, and local policies, procedures, laws, and regulations.

  • Research, analyze, and evaluate new service delivery methods, procedures and techniques.

  • Participate in the management of assigned projects or project areas.

  • Monitor progress reports and schedules for determining allowable payments.

  • Make sound, independent decisions within established policy and procedural guidelines.

  • Respond to emergency situations.

  • Develop cost estimates for supplies and equipment.

  • Establish and maintain effective working relationships with those contacted in the course of work.

Minimum Qualifications

Minimum Qualifications

Any combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

  • Bachelor's degree from an accredited college or university with major course work in park planning, landscape design, turf management, parks management or a related field.

  • Three years of increasingly responsible experience in landscape management or grounds/facilities maintenance including two years of administrative and supervisory experience.

  • Possession of, or ability to obtain, and maintain a valid Georgia Pesticide Applicator's license.

  • Possession of, or ability to obtain, and maintain NPSI Certified Playground Safety Inspector (CPSI) certification.

  • Possession of, or ability to obtain, Certified Pool and Spa Operator certification, depending on assignment.

  • Must be willing to work varying hours, including evenings, weekends and/or holidays assigned.

  • Possession of a valid Georgia Class C driver's license.

Physical Demands

Physical: Primary functions require sufficient physical ability and mobility to work in outside areas in all weather conditions, which may include wind, rain and other elements. Continuous walking, reaching and handling; lifting and carrying objects weighing up to 50 lbs. Frequent standing, stooping, kneeling and crouching; reaching at and above shoulder height; pushing/pulling, twisting at waist; strong power or pinch grasp; upward and downward flexion of neck, side-to-side turning of neck; lifting and carrying objects weighing up to 50 lbs.; pushing/pulling of objects up to 20 pounds. Occasional sitting, climbing, balancing, crawling and fingering of objects and equipment; lifting, carrying, pushing/pulling of objects weighing up to 100 pounds; lifting and pushing/pulling of objects over 100 pounds with assistance only.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

Hearing: Hear in the normal audio range with or without correction.

Medical: 2 High Deductible Health Plan (HDHP) options (HRA and HSA) with lower monthly costs. Dental: no deductibles. Coverage includes preventive, basic, major restorative, and child orthodontia. Retirement Health

Medical Coverage: retirees (age 55+ and 10+ yrs. of service) may continue individual coverage up until Medicare eligibility at age 65. Retirement

Defined Contributions 401(a): City contributes 10% of employee's annual base pay. Vested benefit accrued at 20% a year, with full vesting after 5 years of service. Deferred Compensation (457) and Matching Contributions: employees may elect to participate at any time. After 1 year of continuous employment, City matches employee's contributions, up to 5%.

Tuition Reimbursement

After 1 year of employment, employees may receive tuition reimbursement up to a rate equivalent to 15 credit hours at Georgia State University annually. Reimbursement is based on prior approval, course grades, and annual program funding.

Group Term Life Insurance and AD&D

Employee: 3.5 x annual base pay up to annual maximum. Spouse: $5,000. Child: $2,500. Premiums paid 100% by the City.

Short-Term Disability: 66.67% of base pay after 14 days of disability. Long-Term Disability: 60% of base pay after 26 weeks of disability. Premiums paid 100% by the City.

Paid Time Off (PTO)

PTO is provided for rest, recreation, illness and family needs. Hours are accrued bi-weekly.

  • 0.0 - 1.0 yrs of service - 12 days annually

  • 1.1 - 5.0 yrs of service - 18 days annually

  • 5.1 - 10.0 yrs of service - 24 days annually

  • 10.1 + yrs of service - 27 days annually
