Department of Defense Education Activity Program Analyst in Alexandria, Virginia

Summary About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). This position may be eligible for situational telework as determined by the agency policy. Responsibilities Review assigned programs for potential efficiencies based on joint service initiatives and/or federal partnership opportunities. Develop policies and strategic plans impacting child development and youth programming, staffing, recruitment, and retention efforts. Develop a variety of programs, services, and training responsive to the needs of service members and their families. Communicate complex material both orally and in writing through a variety of materials such as policies, directive type memos, reports, issue papers. Respond to the needs of service members and families, with a focus on child and youth development programs and policy by increasing connections with America's communities, Military OneSource, and other programs. Conduct unprecedented special assignments on complex high-priority issues in which the scope frequently alters as the work progresses. Oversee, draft and review policies related to existing early care and education and youth development programs offered. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes evaluating child and youth development programs, collaborating with stakeholders to address the needs of service members and their families, developing or analyzing policy and procedures regarding child and youth development programs, and developing goals, measures, and/or objectives advancing child and youth development programming for service members and their families. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Selection is subject to restrictions resulting from Department of War referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Multiple positions may be filled from this announcement. This position is not covered by a bargaining unit. You may claim Military Spouse preference. This position is a term position not to exceed 2 years and may be extended up to a maximum of eight years. This term position cannot be made permanent.
