Join the Louisiana Department of Health’s Office of Aging and Adult Services (OAAS) as a Nursing Facility Technical Program Manager and play a pivotal role in shaping long-term care for senior citizens and adults with disabilities. In this hybrid position based in Region 6, you’ll oversee complex Medicaid programs, support quality improvement initiatives, and help ensure services are efficient, effective, and responsive to the needs of over 30,000 recipients statewide. Minimum Qualifications

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

· Coordinates research on long-term care and nursing facility best practices to inform technical guidance and policy development.

· Analyzes statewide nursing facility technical issues and participates in policy management activities to address identified needs.

· Drafts, finalizes, and manages contracts and Memorandums of Understanding related to nursing facility programs and initiatives.

· Develops and implements current and long-range plans, policies, and procedures for administering the statewide nursing facility liaison program.

· Monitors revenues and expenditures for the statewide nursing facility liaison program and formulates budget projections to ensure proper financial management.

· Oversees budgetary and programmatic compliance of contracts and agreements, including review and approval of invoices.

· Serves as a liaison for OAAS on statewide task forces, councils, work groups, and coalitions, providing technical guidance and representing agency interests.

· Provides ongoing consultation and technical assistance to professional and support staff regarding nursing facility and long-term care needs.

· Conducts site visits to evaluate nursing facility emergency preparedness, ensuring plans and evacuation procedures meet standards of care.

· Collects, analyzes, and reports nursing facility metrics to support executive decision-making, training, policy development, and responses to audits or regulatory reviews.
