Position Overview
The Lead Information Systems Security Developer (ISSD) is responsible for leading the design, development, testing, and implementation of security controls across the Rapid Resilient Command and Control (R2C2) Satellite Operations Ground System. The ISSD plays a key role in ensuring all systems comply with the Risk Management Framework (RMF), relevant overlays, and the Joint Special Access Program Implementation Guide (JSIG) while managing the security of systems throughout their development lifecycle. This position requires expertise in secure system architecture, cybersecurity control validation, and vulnerability elimination efforts.
Primary Responsibilities
Lead the design, development, testing, and deployment of information system security controls in alignment with JSIG and RMF requirements
Apply secure coding techniques, software development methodologies, and systems engineering principles to ensure defense-in-depth capabilities for R2C2 environments
Oversee the development of RMF deliverables such as security assessment plans, POA&Ms, and system security plans (SSPs)
Ensure systems are properly certified, accredited, and aligned with security baselines for annual Authorizations to Operate (ATO) and Certificate to Field (CtF) submissions
Implement and maintain continuous monitoring processes and tools for R2C2 systems, ensuring consistent visibility into security posture
Manage system baselines, update configurations to enhance security resilience, and ensure changes are accurately reflected in compliance documentation
Identify system security vulnerabilities during development cycles and propose risk mitigation strategies
Coordinate between developers and system owners to integrate solutions addressing vulnerabilities and audit findings
Mentor and lead a team of Information Systems Security Developers to support systemwide security initiatives
Collaborate closely with security architects, vulnerability assessment analysts, and other cybersecurity experts to resolve cross-functional security challenges
Minimum Qualifications
Certified Information Systems Security Professional (CISSP)
Minimum 5 years of experience designing and implementing security controls for complex systems operating at TS/SCI/SAP classification levels
Proven track record authoring RMF documentation and maintaining ATO baselines across multi-platform systems
Hands-on experience using tools like STIG Viewer, ACAS, Splunk SIEM, eMASS, or equivalent platforms for security assessment and reporting
Strong knowledge and application of secure architecture design, systems development lifecycle (SDLC) security principles, and advanced vulnerability management techniques
Expertise integrating cybersecurity measures into network architecture diagrams, ensuring adherence to JSIG and RMF requirements
Preferred Qualifications
Certified Secure Software Lifecycle Professional (CSSLP), GIAC Certified Enterprise Defender (GCED), Certified Cloud Security Professional (CCSP), or similar advanced credentials
Experience leading Agile-based system development teams, with proven examples of iterative security implementations that reduced risks or streamlined compliance efforts
Demonstrated ability to validate security controls in complex, heterogeneous environments featuring custom software implementations and unique system components
Education/Experience
B achelor’s degree in Cybersecurity, Computer Science, Information Security, or a related technical field required; advanced courseware or certifications in secure systems design or related disciplines preferred
Clearance Requirement
Top -Secret clearance with eligibility for Sensitive Compartmented Information (SCI) and Special Access Program (SAP) access
