Duration: 3 years with the possibility of an extension.

Work Arrangement: 2 to 3 days per month, for an all team meeting and the business day preceding or following. Client does not pay travel expenses

Weekly Work Schedule: 40 hours per week during the hours of 7 a.m. and 5 p.m. M-F . Occasional extended hours may be necessary by mutual agreement, e.g. Working weekends, past normal business hours.

Description of Engagement:

The Justice Court Fund (JCF) Modernization Project is a multi-year, initiative that will facilitate the statutorily required filing and processing of approximately 2,100 justice court reports per month, generating distributions of approximately $450 million in revenue per year to local governments and New York State accounts. Justice Court data is highly complex, and the administration of the JCF currently relies on multiple platforms to receive, process, and code the data. These legacy systems are aging and require replacement. As a result, the modernization of this system will be highly complex and includes many different pieces and dependencies. The project is currently entering its 3rd year and LGSA needs a project manager to assist the JCF Modernization Project Director in ensuring that project timelines and project coordination is managed efficiently.

The project manager’s duties would include:

  • Develop and monitor project schedules using MS Project, identify milestones, dependencies, resources, and critical paths, and identify alternatives for accommodating resource conflicts and/or compressing schedules, if required, and any risks associated with those alternatives.

  • Develop and manage PM logs and registers (Stakeholder/Risk registers, Issues, Action Items and Decision Logs).

  • Develop project/product meeting artifacts (e.g., Agenda/Meeting Notes/Outcomes).

  • Clarify scope including justifying the business need, defining project goals, and identifying what is in and what is out of scope, critical success factors, project constraints, and key deliverables.

  • Perform risk management throughout the project lifecycle to minimize impact to the project and escalate to management as appropriate.

  • Ensure that key performance indicators are tracked and monthly reports detailing progress, risks, and mitigation strategies are provided to executive management.

  • Communicate effectively with a range of stakeholders, including project leads, division executive management, steering committee, CIO, and other stakeholders.

  • Serve as the primary point of contact for all stakeholders, ensuring smooth communication and alignment between management, team leads, CIO, and other stakeholders.

  • Coordinate and lead/facilitate project meetings with various stakeholders (e.g., project team, sponsors, and other stakeholders as appropriate) to review project goals, intended deliverables, and project progress/risks/issues/changes.

  • Plan and conduct project analysis sessions, such as periodic phase reviews, post-deliverable reviews/lessons learned and project closeout sessions.

  • Act as an escalation path for any issues; assist in resolving project issues and determining remediation.

  • Recommend and implement process improvement opportunities for the project team and overall projects.

  • Review change requests, manage the impact of change requests, coordinate with project director on the approval/rejection of change requests and communicate decisions.

  • Perform supervisory and other duties as assigned.

Required Qualifications:

  • Project Management Professional (PMP) certification.

  • Six or more years managing large complex projects, involving multiple system integrations.

  • Six or more years of experience in designing and maintaining project plans for multiple projects.

  • Two or more years of experience using a variety of tools for project tracking and reporting (e.g., MS Project or similar tools).

  • Two or more years of experience preparing presentations and presenting project information to various levels of stakeholders including but not limited to Executive Management, Operational staff, line staff, etc.
