Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.ITS is seeking a highly motivated and experienced Program Manager/Leader to drive the successful delivery of complex software development lifecycle (SDLC) projects for federal and state government agencies. Under the direction of the IES Deputy Commissioner, the IES Program Lead will be assigned to the Integrated Eligibility System (IES) within the NYS Office of Information Technology Services (ITS) and will be responsible for leading the PMO organization to set the strategy and execute the delivery of multiple projects operating simultaneously. The incumbent will employ strategic thinking to drive tangible outcomes, manage complex technical projects showing a strong understanding of federal and state government SDLC methodologies and compliance requirements. This position will manage program deliverables and individual projects, create detailed project plans that role up to the program level reporting, create benefit strategy and planning, and manage staff comprised of various roles traditional in a Program Management Office (i.e., technical project managers, communications, governance, etc.). The Program Lead will be required to communicate with various audiences, foster collaboration, and ensure solutions meet critical public service levels. Duties include but are not limited to the following: Outcome-Driven Program / Project Management• Create Program and Project roadmaps and project plans for all workstreams aligning to prescribed milestones for reporting to all internal and external stakeholders electronically and other print mediums.• Define, track, and ensure the achievement of clear, measurable project outcomes and business objectives aligned workstreams, including creating benefits management plans and tracking to benefits both quantitively and qualitatively for reporting.• Develop and execute comprehensive program plans, including scope, schedule, risk management, issues and dependencies across the workstreams with a focus on delivering impactful result, tracking tasks aligned to milestones.• Partner with Finance and Technical teams to align resources and budget and then track to both. Proactively identify, track and mitigate risks, issue lessons learned and dependencies that could impact project outcomes, particularly within the federal and state.• Facilitate effective communication and reporting to stakeholders at all levels, clearly articulating progress, challenges, and achieved outcomes.Technical Strength & SDLC Expertise:• Possess a deep ITS and NYS Agency understanding of the full software development lifecycle, from requirements gathering and design to development, testing, deployment, and maintenance, within federal and state government environments to development.• Be able to create and develop Program/Project Management templated that all workstreams can leverage.• Deep Program and Project Management tracking using various technologies – MS Project, Jira, PowerBI, SharePoint, etc. to create automated project plans that can be used for reporting with all stakeholdersStaff Management & Team Development:• Lead, mentor, and manage cross-functional project teams, including direct reports of various staff comprised of project management, governance, communications, resources or other roles as needed.• Manage staff and effectively delegate tasks and responsibilities, ensuring efficient resource utilization and timely task completion.• Perform a full range of supervisory duties.

Minimum Qualifications Minimum Qualifications:Eleven (11) years of experience, including two years of supervisory experience, in Project Management, Business Systems Analysis, IT, or a related field including 5 years of progressive experience in program management focusing on managing complex IT projects within federal and/or state government agencies with demonstrated success in delivering projects with clearly defined and measurable outcomes with proficiency in project management software and tools (e.g., Jira, Confluence, Microsoft Project).The following degrees may substitute for the general experience as indicated: Associate degree may substitute for two years of experience, Bachelor’s degree may substitute for four years of experience, Master’s degree in related field substitutes for an additional year of experience, Doctorate in computer science or related field substitutes for an additional two years of experience, beyond a Bachelor’s degree.Preferred Qualifications• NYS ITS experience with in-depth knowledge of federal and state government SDLC methodologies, compliance requirements, and best practices.• Bachelor’s degree in computer science, Information Technology, Engineering, or a related field. Master's degree preferred.• Strong technical acumen with a solid understanding of software development principles, architecture, and emerging technologies to communicate with technical workstream leads.• PMP, Agile certifications (e.g., CSM, SAFe), or other relevant certifications are a plus.
