Duties Description Under the supervision of the Identification Specialist 3 in the State Identification Bureau, The Identification Specialist 2 will be assigned to the 12 -8 Shift within the State Identification Bureau. Duties of the Identification Specialist 2 will include, but will not be limited to:• Coordinate the operation of units including analyzing problems and proposing solutions meeting with other DCJS staff; and performing liaison duties with other agencies.• Supervising assigned clerical and technical staff and evaluating work performance.• Monitoring and controlling employee workload and reassigning staff as necessary to maintain workflow.• Analyze data, as relates to identification work and to the supervisory function of the title.• Comparing fingerprint images.• Using authorized biometric software to read, interpret and update the State and federal criminal history records which are maintained by DCJS.• Identifying and resolving questions or concerns from staff and requesting agencies.• Implementing operational policies and procedures associated with SIB.• Training & Cross-training staff on new procedures or changes to policy.• Updating Excel Charts and preparing reports as required by management.• Participate in the interview and selection process for hiring new staff.• Excellent phone and email communication skills; knowledge of Excel, Adobe, Word, and Outlook; and strong attention to detail and organizational skills.
Minimum Qualifications Permanent service in this title and eligible for reassignment, or one year of permanent competitive or 55b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law, or reachable on the current promotion eligible list for this title. Open Competitive: six years of experience* handling, processing, reviewing, and/or analyzing criminal justice or similarly sensitive records. Employees must have Ten Print Examiner certification and/or successful completion of the DCJS Latent Proficiency Test within the past year or must gain such certification within the probationary period as a condition of continued employment.*Associate degree may substitute for two years of specialized experience; bachelor’s degree may substitute for four years of specialized experience; master’s degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.Provisional: Qualified employee of New York State and have had one year of permanent competitive or 55-b/c service as an Identification Specialist 1 or Identification Specialist 1 (Records).52.7 Non-Competitive Promotion (NCP): A permanent appointment pursuant to Section 52.7 of Civil Service Law may be possible if there are three or fewer current DCJS employees meeting the above provisional qualifications that are interested in this position.
