AECOM is seeking an experienced HSE Manager – PMC to lead and manage Health, Safety, and Environmental (HSE) functions across large-scale power and renewable infrastructure projects.
The role will act as the Client’s HSE representative, ensuring EPC contractors adhere to project HSE requirements, statutory regulations, and international standards, while embedding a zero-incident safety culture throughout all project phases from engineering through commissioning and handover.
Roles & Responsibilities
1. HSE Strategy & Compliance
Develop, implement, and continuously improve the Project HSE Management Plan (HSE) aligned with project scope, contractual requirements, and regulatory frameworks.
Ensure compliance with national regulations, statutory approvals, and international standards (ISO 45001, ISO 14001, IFC/World Bank EHS Guidelines).
Establish project-wide HSE policies, procedures, KPIs, and governance frameworks consistent with AECOM and client requirements.
Integrate HSE considerations into design reviews, constructability assessments, and project planning stages.
2. PMC Oversight & Contractor Management
Act as Owner’s Engineer (PMC) for HSE, overseeing EPC contractors’ HSE performance across all work packages.
Review and approve contractor HSE plans, method statements, risk assessments (HIRA/JSA), and emergency response plans.
Ensure alignment of contractor execution with approved HSE procedures, project schedules, and quality benchmarks.
Drive contractor accountability through HSE audits, performance reviews, and compliance tracking mechanisms.
3. Risk Management
Lead project-wide hazard identification and risk assessment processes (HIRA, HAZID, TRA) for all phases of execution.
Establish and maintain risk registers, early warning systems, and mitigation strategies for high-risk activities.
Ensure implementation of safety controls for critical activities such as working at height, lifting operations, electrical works, confined space entry, and energized systems.
Integrate HSE risk management with overall project risk and controls framework (aligned with Project Controls & QA functions).
4. Site Supervision & Safety Assurance
Oversee HSE compliance during execution of:
Transmission line works (survey, tower erection, stringing, ROW management)
Substations (AIS/GIS) including multi-storey GIS buildings and cable cellars
Renewable plants (solar/wind) and BESS installations
Enforce Permit-to-Work (PTW), LOTO systems, and safe work practices across all sites.
Conduct regular inspections, safety walks, and surveillance audits to identify and rectify unsafe conditions.
Ensure adherence to zero-harm safety culture and safe system of work across multi-location sites.
5. Incident Investigation & Corrective Actions
Lead investigation of incidents, near misses, and unsafe acts/conditions using structured root cause analysis (RCA) methodologies.
Implement and monitor Corrective and Preventive Actions (CAPA) to prevent recurrence.
Ensure proper documentation, reporting, and communication of incidents to stakeholders.
6. Reporting, Training & Awareness
Prepare and present daily, weekly, and monthly HSE reports, dashboards, and key metrics (TRIR, LTIFR, near-miss trends).
Conduct HSE inductions, toolbox talks, safety training programs, and emergency drills.
Develop competency frameworks for high-risk activities and specialized operations.
Promote continuous improvement through safety campaigns and behavioral safety initiatives.
7. Technical Knowledge & Domain Expertise
Demonstrate strong understanding of:
HV/EHV/UHV systems (up to 765 kV) safety practices
Substation construction (AIS/GIS), including indoor GIS and cable systems
Transmission line construction and stringing operations
Renewable integration (solar, wind) and BESS safety, including fire suppression and thermal risk mitigation
Ensure safe execution of testing, commissioning, and energization activities.
8. Leadership, Communication & Stakeholder Management
Lead and mentor site HSE teams, fostering a proactive safety culture and accountability.
Coordinate closely with Electrical, Civil & Structural, I&C, QA/QC, and Project Controls teams to ensure integrated project delivery.
Act as the primary interface with Client, EPC contractors, regulatory authorities, and auditors on HSE matters.
Facilitate structured HSE review meetings, governance forums, and escalation mechanisms.
9. Proactive & Digital HSE Management
Drive adoption of digital HSE tools, real-time monitoring systems, and dashboards for safety performance tracking.
Leverage drone monitoring, analytics, and predictive safety systems for large-scale transmission and renewable projects.
Implement early warning systems and predictive risk analysis to prevent incidents.

Technical & Software Skills

Qualifications
Qualifications
Bachelor’s Degree in Engineering (Electrical / Mechanical / Civil)
Postgraduate qualification/diploma in Industrial Safety / HSE Management preferred
Experience
15+ years of experience in HSE management for power transmission, substations, and renewable energy projects
Proven experience in PMC / EPC roles for large infrastructure projects
Experience in multi-package EPC project environments with strong contractor management
Exposure to international standards and multilateral-funded projects preferred
Additional Information
