Position Description: Program Manager
Clearance Level: US Citizen with active Secret clearance (TS/SCI preferred or eligible)
Location: Aberdeen Proving Grounds, MD
Hours: Monday – Friday, normal business hours
Hybrid Eligible: Yes, subject to agency policy
Travel: Up to 25%
Roles/Responsibilities:
The Program Manager serves as the single point of accountability for contract performance, workforce execution, and Government coordination across all task areas, subcontractors, and facilities. This role is responsible for ensuring mission continuity, technical excellence, and disciplined program execution throughout the lifecycle of the contract. Research, design, develop, test, evaluate, and maintain computer hardware and software systems in a fully integrated manner.
In the role of Program Manager for Cybertron, you will leverage your expertise to:
Task Order Governance: Exercise comprehensive oversight of all contractor activities to ensure strict adherence to the Cybertron Performance Work Statement (PWS) and DoD standards.
Prime-to-Government Interface: Serve as the primary point of contact for the Government Contracting Officer's Representative (COR), providing proactive communication on performance, risk, and resource allocation.
Acquisition & Milestone Support: Oversee the preparation and staffing of acquisition documents crucial for milestone reviews, ensuring all submissions comply with DoDI 5000 and Army Regulation (AR) standards.
Technical Portfolio Management: Track and report on the status of a diverse RDT&E portfolio, including tactical network protection, cryptographic technologies, and mission assurance.
Financial & Baseline Oversight: Lead the development of the Acquisition Program Baseline (APB); monitor program execution against this baseline to ensure the Task Order remains within cost and schedule parameters.
Deliverable Coordination: Manage the internal NetSEA team to ensure the timely delivery of technical reports, cybersecurity validation, and prototyping documentation.
Risk Mitigation: Identify and mitigate contractual and technical risks early, implementing strategies to ensure uninterrupted support to the C5ISR Soldier-centric mission.
In addition:
Direct day-to-day execution of CYBERTRON tasking in accordance with the PWS
Ensure seamless transition-in and workforce continuity, including retention of incumbents
Lead integrated teams across multiple subcontractors and task areas
Maintain staffing levels in accordance with contract requirements
Enforce NetSEA's two-deep staffing strategy per LCAT
Oversee onboarding, badging, CAC access, and program integration
Coordinate with NetSEA Security and subcontractor leads on clearance and access issues
Monitor personnel performance and address staffing risks proactively
Manage program cost, schedule, and performance baselines
Review and approve labor charging and staffing forecasts
Identify, track, and mitigate program risks
Implement corrective actions as required to maintain performance objectives
Manage subcontractor performance, staffing, and compliance
Ensure all flow-down requirements are met
Conduct regular performance reviews and address deficiencies
Coordinate surge and replacement staffing as required
Prepare and deliver required program reports, including:
Monthly status reports
In-Progress Reviews (IPRs)
CDRL deliverables
Ensure accurate and timely communication with Government stakeholders
Maintain audit-ready documentation and program records
Requirements:
Bachelor's degree in Engineering, Cybersecurity, Information Technology, Systems Engineering, or related field.
Minimum 10 years of experience supporting DoW programs, including 5+ years in a Program Manager or senior leadership role.
Demonstrated experience managing multi-task, multi-subcontractor programs.
Strong familiarity with Army C5ISR environments, research, operations, and network support
Experience supporting cleared environments and Government facilities
Proven ability to lead technical teams and manage complex stakeholder relationships
Preferred Qualifications:
Active Top Secret / SCI clearance
Prior experience supporting C5ISR Center, APG, or similar R&D organizations
DAWIA Level II or III (or equivalent)
Experience managing transition-in or follow-on contract efforts
Background in cybersecurity, network operations, or systems engineering
